Job Description

The IRC has been operating in Thailand since 1975 and currently provides assistance to displaced persons in Tak, Kanchanaburi, Ratchaburi, and Mae Hong Son provinces.

Job Overview/Summary:

Under the direct supervision of the Supply Chain Coordinator, the Supply Chain Manager is responsible for the efficient coordination and management of procurement, warehousing and inventory, asset, and fleet management in collaboration with the supply chain staff across all IRC field sites.

Major Responsibilities:

  • Work closely with internal and external stakeholders to ensure effective supply chain planning and preparation to support program implementation and reporting.

  • Support implementation of all Supply Chain Policies and procedures to ensure compliance with IRC Standard Operating Procedure and the donors' guidelines.

  • Support staff management and capacity development.

  • Provide technical back-stopping support to the field-based supply chain staff and provision oversight.

  • Support program and partnership activities in the Supply Chain perspective.

  • Perform the role of Integra Focal person (ERP) for the Supply Chain Unit in Thailand by focusing on Inventory, Warehouse, and Asset Management Modules.

  • Perform other Supply Chain related duties as assigned by the supervisor.

    A. Procurement Management (15%)

  • Support implementation of IRC Procurement Standard Operating Procedures in Thailand.

  • Conduct and support tender process (RFQ and RFP processes) including tender evaluation, negotiation, drafting contracts, and oversight of contracts.

  • Prepare, review, and utilize Procurement contracts, including Master Agreements (MPA, MSA) for purchases, and ensure the documentation process.

  • Support requester in developing Item Forecasts and comprehensive specifications.

  • Demonstrate the best value for money in procurement.

    B. Subject Master Expert (20%)

  • Perform as Focal person for Thailand Country Program on Integra Inventory and Warehouse Module (ERP) by providing first-line support to end-users and escalating issues to the Hyper Support team for problem-solving.

  • Train the Supply Chain users on the Integra Inventory and Warehouse module (ERP).

  • Support Delta Data creation and maintenance of Vendor Data.

    C. Warehouse and Inventory Management (10%)

  • Support warehouse set-up with suitable warehousing capacity.

  • Ensure implementation of warehouse system and control mechanism under the IRC inventory policies including cycle count, reporting discrepancies, pharmaceutical quality assurance as well as cold chain policies.

  • Ensure inventory management, including drug storage, cold chain, food, and non-food commodities.

  • Facilitate supply chain field staff coordination to ensure sufficient spaces in warehouses before receiving or dispatching.

  • Coordinate inventory disposal procedures.

    D. Asset and Property Management (5%)

  • Ensure asset management and updates of asset & property records.

  • Ensure the placement of the assets maintenance plans as per IRC policies, including repairs and insurance coverage process.

  • Handle asset and property disposal, and auction management

    E. Logistics and Fleet Operation (10%)

  • Ensure proper set-up and optimal utilization of IRC vehicles, appropriate driving service arrangement, and provide solutions for Fleet issues.

  • Provide effective transportation solutions to support program efficiency.

  • Dissemination and adherence to the vehicle safety policies by all vehicle users.

  • Develop country-specific fleet management policies that are consistent with local restrictions.

  • Analyze reports related to fuel consumption, vehicle maintenance schedules, fleet capacity, and operating costs for all sites and provide recommendations when appropriate.

  • Review regular issuance and usage of vehicle monthly reports to support the strategic decision-making process.

    F. Support Program and Partnership (20%)

  • Support program and partnership activities, conduct assessments, and train grantees, partners, and other relevant stakeholders on the Technical Supply Chain functions.

  • Conduct assessments, and provide training to improve the capacity of grantees, partners, and other relevant stakeholders on the Technical Supply Chain functions.

    Report to: Supply Chain Coordinator

Position directly supervises: Senior Supply Chain Officer

Indirect Reporting: N/A

External contacts: Vendor-Supplier, Agent, Landlord

Internal: Supply Chain Team and all client departments

Job Requirements:

Education: Bachelor’s degree in logistics, business administration, or relevant professional certification in supply chain management and/or humanitarian logistics is strongly preferred.

Work Experience:

  • At least 4 years of experience in supply chain management in a humanitarian organization, international organization or iNGO would be preferable.

  • Experienced in crisis and response operations in Asia would be a plus.

    Language Skills:

  • Proficiency in English and Thai

    Working Environment:

The position is a national post and will be based in Bangkok and required to travel to the field when required.
