Compensation

Manager, Operating/Shop Budget, Buses: $75,689 - $ 119,638 (Grade G. – 393 Hay Points)

Overview

This position is responsible for assisting in the development and analysis of the operating and Shop budget, and to coordinate all budget activities throughout the year for NYCT Regional Bus and MTA Bus Company. Direct maintenance and shop personnel as required in coordinating all budget activities.

Responsibilities

  • Review & recommend resources needed to accomplish goals, including employee quota, "OT", maintenance materials and contract services.

  • Prepare annual budgets by specific OTPS general ledger account & by responsibility center.

  • Conduct cost benefit analyses.

  • Support the annual preparation of the 5 Year Shop budget by evaluating scopes of work, unit costing elements, new technology impacts. & alternative strategies.

  • Develop back up books.

  • Prepare Bus Operator and Transportation requirements for each pick.

  • Determine Maintenance Hourly needs based on service stats and develop appropriate supervisory quota levels.

  • Review and analyze prior work done on buses by depot and shop maintenance forces for impact on future shop overhauls.

  • Analyze weekly pay hours report, issue overtime salary cap reports, evaluate payroll actuals for financials, develop financial impacts of all maintenance directives.

  • Determine eligibility for Productivity Incentive Program (PIP).

  • Analyze and reconcile E-Z Pass payments.

  • Prepare year end accruals.

  • Review and recommend shop quota, production levels, and identify appropriate budget allocations for materials and contract services.

  • Perform monthly variance analyses, estimate overall impacts on year-end budgets, and prepare reports and presentations.

  • Evaluate and analyze shop production plans against actuals, provide explanation for variances and estimate overall impacts on year-end budgets & bus reliability performance.

  • Evaluate financial impacts from overtime usage & employee availability.

  • Liaison with Divisions on budget modification & availability of funds.

  • Review & recommend Peoplesoft requisition & payment requests, resolving issues in processing and approving.

  • Provide Hyperion training and shop budgeting techniques for NYCT DOB & MTA Bus Company budget personnel.

    Education and Experience

  • A Baccalaureate degree from an accredited college in Business Administration, Accounting, Finance, or a related field.

  • Eight (8) years of related experience, at least three (3) years of which must have been in a supervisory/managerial capacity.

    Desired Skills

    Knowledge Of Nyct Budget Procedures and Capital Program Development Techniques and Policies. General Knowledge of Transportation Operations. At Nyct. Excellent Verbal, Written and Interpersonal. Skills; Must Be Well-Versed in Applicable Software.
