The Municipal Licensing and StandardsDivision(MLS)supports the City ofTorontoby leading the effective delivery of by-law administration and enforcement services, business licensing and permitting, and animal care services, all which contribute to the safety and vibrancy of Toronto communities. As part of this work, the Division has led several major by-law reviews and introduced new regulatory regimes over the past few years, including for Private Transportation Companies (Uber/Lyft), Short-term Rentals (Airbnb/booking.com), RentSafeTO: Apartment Building Standards, and many more.

MLS is looking for a Senior Project Manager Transformation to join their Business Transformation team. Through System Modernization, By-law and Strategic Business projects, this team is modernizing our by-laws, processes, and technology to better support our staff, improve customer service and make doing business with us faster and easier.

As Senior Project Manager Transformation, you will use your expertise in policy, technology, and leadership in project management to implement complex organizational, operational and culture change projects. With an understanding of relevant by-laws, policies, guidelines, standards and procedures governing large projects you will effectively negotiate innovative solutions to challenges involving systems, processes and relationships to achieve MLS’ strategic objectives. You will have the ability to lead a highly skilled project team and also have strong technical knowledge needed to advance legacy system transformations in the public sector.

Major Responsibilities:

  • Develop, implement, manage, and report on detailed program and project plans of varying levels of complexity and recommend policies and procedures to support the implementation, applying strong project and change management principles.

  • Manage assigned projects and staff, ensuring effective teamwork, high standards of work quality, training and organizational performance, continuous learning and encourage innovation in others.

  • Ensure that the project expenditures are controlled and maintained within approved budget limitations and timeframes. Monitor progress to reduce risks and initiate timely corrective action when required.

  • Develop project statement, detailed work plans, project charter, governance structure, schedules, budget and staff resource plans to support the implementation of the transformation project, applying strong project management and change management principles.

  • Supervise the day-to-day operation of any assigned project staff including the scheduling, vacation, overtime, assigning and reviewing of work.

  • Monitor and evaluate staff performance, approves salary increments and recommends disciplinary action when necessary.

  • Lead and prepare various formal contractual documents such as: Request for Information/Proposal/Quotation/Resource (RFI/P/Q/R), ITAPP, Statement of Work (SOW), Memorandum of Understanding (MOU), Service Level Agreements (SLA).

  • Provide leadership in the evaluation, selection and recommendation of technical solutions and professional services; manage vendors and contractors in the overall solution delivery process.

  • Establish an effective and collaborative working relationship with the division's senior management team and management staff, staff from other City divisions and stakeholders.

  • Collaborate and integrate efforts with other city-wide projects and initiatives.

  • Provide advice and direction in business transformation, business analysis, process design,process improvement and data management including agile, customer-centric, andcollaborative design approaches.

  • Oversee the review of business processes regarding transformation, coordinate between IT, Finance and other division-wide performance initiatives regarding process design and process improvement.

  • Manage staff teams in the design, planning, organizing and implementation of the project. Resolve conflicts and mediate disagreements between project members.

  • Provide leadership and direction to sub-projects related to implementation and options,project risks and issues, removal of roadblocks, etc.

  • Engage and consult with internal and/or external stakeholders, facilitating internal workgroup meetings to ensure opportunities for input.

  • Prepare and present project progress reports regularly to senior leaders, managers,clients and other stakeholders and staff.

  • Conduct research into assigned area ensuring that such research takes into account developments within the field, leading corporate policies and practices, legislation and initiatives by other levels of government.

  • Assist in the preparation of necessary reports to Committee and Council.

  • Develop and coordinate new Service Level Agreements, Project Charters, and other Inter-Divisional Agreements with internal partners such as Technology Services.

  • Adhere to the principles of the Project Management Institute (PMI) and PMI’s Code of Ethics and Professional Conducts to develop and organize project protocols, procedures, relationships, and performance objectives to promote and achieve targets. Promote standardization and delivers training in areas relating to project administration, documentation, progress tracking and technical designs.

  • Inform and educate senior management, business users and technology peers on technology trends, and the effective use of business and technology solutions and information management.

Key Qualifications:

  1. Post-secondary education inPublic Policy,InformationTechnology, Business Administration, Project Management etc. or an equivalent combination of education and/or relevant experience.

  2. Extensive strategic and operational experience directing complex policy and technology implementation and solutions in the public sector. This includes experience with application development, system modernization, implementation of infrastructure solutions, System Development Life Cycle, Defect Life Cycle, and Testing Life Cycle with knowledge of testing methodologies, best practices and standards.

  3. Extensive experience leading complex, large-scale business transformation/change initiative projects from inception to completion.

  4. Considerable experience leading high performing teams including technical project teams in in a multi-disciplinary environment.

  5. Knowledge of relevant by-laws, policies, guidelines, standards and procedures governing large projects.

  6. Ability to use project management tools for planning and implementing complex projects.

  7. Ability to deliver on short and long-term initiatives while effectively balancing a range of internal and external stakeholder interests and working on multiple projects with tight deadlines.

  8. Excellent customer service focus, negotiation and interpersonal skills, and the ability to maintain effective stakeholder relationships with high-profile clients and stakeholders, including Elected Officials and Accountability Officers.

  9. Ability to effectively negotiate and influence scope and solutions with business and technical staff.

  10. Ability to define program roadmaps to ensure alignment with corporate strategic objectives.

  11. Excellent communication and presentation skills with ability to develop communication plans, briefing notes, reports and presentations to project teams and senior management.

  12. Ability to manage procurement procedures and Vendor and Contract Management including contract negotiations.

  13. Knowledge of CRM technology (i.e. Salesforce).

  14. Project Management Professional (PMP) Certification considered an asset.
