Project Overview

Bechtel has been appointed by The Santa Clara Valley Transportation Authority (VTA) to provide Construction Management Services for Phase II (BSVII) of The BART Silicon Valley Program. The Program further extends the BART system from the Berryessa Station in north San Jose, through downtown San Jose, and continuing to Santa Clara University.

This landmark project is a six mile, four-station extension, linking the Phase I terminus at the Berryessa/North San Jose BART station to the Santa Clara Station in the City of Santa Clara. BSVII is planned to include a 54-foot single-bore tunnel, three underground stations, one at-grade station and a maintenance facility.

Position Summary

Bechtel is working as part of the Client’s team to provide quality management and oversight for multiple small and large Contractors engaged directly with the Client, independent of any contract with Bechtel. The role encompasses developing, maintaining, and ensuring the implementation of the project quality program/plan. This involves managing and coordinating project quality activities across various functions including engineering, environmental, procurement, construction, testing, operations, and decommissioning. The Project Quality Manager maintains client liaison and communication related to project quality activities and provides advice to management on project quality issues and progress.

Job Dimensions

Supervision Received

  • On a day-to-day basis on the project, receives operational supervision and technical guidance from the Project Manager.

  • Receives functional directions and guidance from Bechtel's Infrastructure Manager of Quality and Six Sigma to ensure consistency.

Supervision Exercised

  • Supervises the quality team assigned to the project, which may be part of a direct, central team or part of a team deployed and co-located with the construction teams. Quality team members may be employees from Bechtel, from Bechtel subconsultants, from the Client team or from the Client’s consultants.

Contacts

  • Represents the project during audits conducted by client, management, or regulatory agencies. Maintains contact with project team members in engineering, procurement, construction, administrative services, testing, operations, decommissioning, and other project personnel, and with client and staff quality personnel. Interfaces with suppliers and contractors on quality related items.

Responsibilities

  • Establishing, implementing, and maintaining the requirements of the Quality Management System (QMS) for the project.

  • Managing all Quality Assurance/Quality Control (QA/QC) activities for the project.

  • Oversight the construction quality including off-site fabricators, manufacturers, and suppliers’ deliverables as they relate to construction operations.

  • Arranging the preparation and establishment of the quality program/plan within the project.

  • Reviewing and approving quality-related procedures prepared on the project to ensure compliance with the project quality program/plan.

  • Reviewing and approving quality plans and submittals from Consultants, Contractors, and Suppliers/Subcontractors.

  • Developing and maintaining the project quality audit schedule.

  • Performing quality audits of contractors’ processes, suppliers’ facilities, Quality Control (QC functions) and coordinating joint BSVII and Contractor’s audits.

  • Training quality personnel assigned to the project.

  • Managing complex organizational interactions resulting from multiple functional teams or client-established relationships.

  • Representing the project during quality assurance audits conducted by clients, management, or regulatory agencies.

  • Reviewing project schedules for quality-related activities to ensure timely and effective implementation of the project quality plan requirements.

  • Identifying quality problems, initiating documented action, and verifying implementation of solutions. Managing the project corrective action system.

  • Recommending corrective actions to project personnel to address observed quality deficiencies.

  • Initiating project quality staffing requirements and budgets for approval.

  • Reviewing trending results of quality issues and initiating preventive actions.

  • Following up on quality issues and agreeing on necessary preventive actions with concerned functional and project directors and managers.

  • Identifying and promoting opportunities for continuous improvement.

Qualifications and Skills

Basic Qualifications

  • Bachelor’s degree in construction engineering, Construction Management, or a related field.

  • Preferably twenty (20) years of experience, but no less than ten (10) years, in design-build construction quality control management on similar types of construction projects (e.g., heavy civil and tunneling projects representative of planned construction activities).

  • Preferably ten (10) years of experience managing independent materials testing and special inspectors who perform tests, inspections, and other procedures during and after execution of work to evaluate whether the actual product incorporated into fixed facilities complies with contract requirements.

Additional Qualifications

  • Current U.S. Army Corps of Engineers Construction Quality Management Certification for contractors is desirable.

  • Certified Auditor/Lead Auditor ISO 9001:2015.

  • Registration as a Professional Engineer in the state of California or as a Certified Construction Manager is desirable.

  • Problem-solving skills, influencing others without authority, and maintaining positive relationships with stakeholders.

  • Strong leadership, organizational, and communication skills to ensure the successful implementation and maintenance of the project's quality standards and procedures.

  • Broad knowledge of the quality principles/tools and their application to engineering, environmental, procurement, construction, testing, operations, or decommissioning.

  • Knowledge of regulatory requirements and functions which impact the quality program/plan.

  • Knowledge of and experience in developing and applying quality standards to the design and construction of civil, mechanical, electrical systems, trackwork, and systems integration.

  • Knowledge of the application of corrective actions to reconcile nonconforming conditions.

  • Proficiency in oral and written communications. Reporting of all quality -related construction documentation in accordance with Fault Tree Analysis (FTA) and/or ISO requirements.

  • Proficiency in providing direction and on the job training to assigned personnel.

  • Proficiency in the use of applicable computer programs.
