Lutheran Immigration and Refugee Service Virtual Field Operations Manager in Pittsburgh, Pennsylvania

In April 2024, Global Refuge, in partnership with the Department of State's Bureau for Populations, Refugees, and Migration, will launch a new virtual case management program, the Virtual Reception and Placement (VRandP) program. This program will provide case management services to refugees and Special Immigrant Visa holders for the first 90 days after their arrival, providing Reception and Placement (RandP) services, virtually.

Reporting to the Associate Director for Field Operations, the Virtual Field Operations Manager provides direct leadership and oversight of the Global Refuge regional virtual operation. Core responsibilities include leadership of case management and operations staff, quality assurance for client services, strategic program and funding development, financial management, and building and fostering relationships with the applicable community and service providers. The Virtual Field Operations Manager oversees Field Regional Supervisors who, in turn, manage teams of Virtual Case Managers.

DUTIES

  • Lead the development of the VRandP regional program strategy and expansion of available referral services and evaluate and adjust program design to ensure desired outcomes.
  • Oversee the operation of the regional VRandP program for refugee individuals and families, monitoring to ensure compliance.
  • Support and oversee the recruitment, hiring, and training of team members and ensure they are properly supervised.
  • Monitor and adjust program budget in collaboration with finance staff the Associate Director, and the Director of Programs.
  • Provide oversight and support of regional operation programming.
  • Complete regular reports for the funder and provide proper oversight of spending and financials in collaboration with the Associate Director and Director of Programs.
  • Work with the Development an Outreach teams to create and execute fundraising strategy and community engagement to support VRandP.
  • Foster relationships with local government, donors, media, and community partners.
  • Serve as an advocate on behalf of refugees, immigrants, and other vulnerable populations in the local communities.
  • Maintain open and ongoing communication with headquarters senior management and teams for programs, development, communications, finance, human resources, and information technology.
  • Perform other duties as required.

QUALIFICATIONS

Bachelor's degree from an accredited institution; Master's degree in business, social services administration, non-profit management, related field preferred, or equivalent combination of education and experience.

Minimum of five (5) years of professional work experience, including at least two (2) years of experience managing staff - including hiring, evaluating, and holding staff accountable.

Experience working with refugees and immigrants, and knowledge of U.S. refugee and asylum law are strongly preferred.

Experience managing city, state, and federal grants.

Program management experience including experience with monitoring and evaluation to ensure program quality and compliance with grant/donor requirements.
