Naval Supply Systems Command CONTRACT SPECIALIST in Bahrain Island, Bahrain

Summary You will serve as a CONTRACT SPECIALIST in the Naval Supply Systems Command - NAVSUP, Department of Navy (DON) of NAVSUP FLC BAH GF. The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week). Responsibilities You will direct a full range of procurement pre-award and post-awards functions to include drafting and issuing solicitations, negotiations, source selection, contract award, contract modifications, and contract closeout. You will review requisition packages (e.g., Justification and Approvals, Source Selection Plans, Acquisition Strategies, and Acquisition Plans) to ensure statement of work or specifications are adequate to solicit competition You will analyze contractor's proposed costs (reviewing in detail the direct and indirect cost of material, labor, overhead, general and administrative expenses, facilities, engineering, and other costs) to determine cost breakdowns are reasonable Requirements Conditions of Employment Qualifications In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of Specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Administering a wide range of contract actions (e.g. firm fixed-price; cost reimbursement, time and materials, basic ordering agreements, contract scope determinations, contract modifications, justifications and approvals, business clearances, and awards) to perform pre-award and post-award functions; 2) Negotiating prices, terms and conditions, contract modifications, and settlements involving the procurement of supplies and services; 3) Interpreting relevant laws, regulations, policies, standards, or procedures to resolve specific contracting issues; and 4) Providing guidance in the planning of procurement strategies, preparation of statements of work and identifying potential contractors or sources. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Additional Information (Continued): The current workweek is Sunday through Thursday. Employees hired from continental U.S. will receive Sunday Premium Pay (computed at 25% of basic hourly rate, eight hours per week). This is a Defense Acquisition Workforce position that requires a Contracting, Foundational acquisition certification. The incumbent gas 36 months to earn this certification. Incumbent must obtain and maintain certification in accordance with DoD Instruction 5000.66. Acquisition Workforce (AWF) members must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance with DODI 5000.66. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment. Physical Demands: Work is mostly sedentary, but there is some walking required during visits to contractor facilities. Work may require limited overnight travel away from the normal duty station and travel during normal business hours within the general locality. Travel is less than 5 % of the time. Work Environment: The work is normally performed in an office setting although there are occasional visits to contractor plants or to other agencies in order to conduct fact-findings, pre-award surveys, reviews and negotiations.
