Amentum Bulk Mail Specialist in Baghdad, Iraq

The Bulk Mail Specialist will be located at the U.S. Embassy’s Regional Mail Distribution Facility (RMDC) located at the Baghdad Diplomatic Support Center (BDSC). The RMDC is a high visibility facility due to its utility and its profound impact on morale for Mission Iraq DoS customers and DoD forces customers who are deployed to various sites throughout Iraq. This position loads, unloads, and moves bulk mail and performs other duties incidental to the movement and processing of mail. The incumbent exercises no supervision and reports directly to the Bulk Mail Supervisor in support of services to the Information Programs Officer (IPO) or temporary duty Information Management Specialist (IMS) and the Information Management Officer (IMO). The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.

DUTIES:

  • Follow mail policies and procedures as directed by the Bulk Mail Supervisor in accordance with 14 FAM 700, USPS regulations, and USPS postal bulletins.

  • Load and unload mail from trucks. Separate all mail received from trucks, conveyors, and tri- walls for dispatch to other conveying units or tri-walls and separates and prepares mail for delivery to multiple sites throughout Iraq.

  • Place empty sacks and/or pouches on racks or in tri-walls, label them where prearranged or where racks are plainly marked, dump mail from sacks, cut ties, face letter mail, carry mail to distributors for processing, place processed mail into sacks, remove filled sacks and pouches from racks and close and locks sacks and pouches. Pick up sacks, pouches, and outside pieces and load mail onto trucks.

  • Supports transporting mail to and from BIAP

  • Handle and sack empty equipment; inspect empty equipment for mail and restrings sacks.

  • Assist in re-supply of RMDC and operates copy machine and related office equipment.

  • Operate equipment and machinery assigned to the jurisdiction of the Regional Mail Distribution Facility (5-8 ton truck, forklift, pallet jacks, X-ray machine).

  • In addition, may perform any of the following duties: make occasional simple distribution of DPO and parcel post mail that requires no scheme knowledge; operate electric or diesel fork lifts; rewrap damaged parcels; repair damaged mail or pouch bags, weigh incoming sacks; clean and sweep work areas, offices rest rooms, and trucks where work is not performed by a regular cleaner.

  • Performs other duties as assigned.

REQUIRED:

  • Minimum Acceptable Experience Level: Six months U.S. Postal Service mail experience.

·Knowledge, Skills, and Abilities:

  • Ability to lift 70 Lbs.

  • Ability to operate X-Ray equipment and obtain certification for safe operations within 90 days of arrival on the job. – Training provided by PAE.

  • Ability to operate forklift and obtain certification for safe operations within 90 days of arrival on the job – Training provided by PAE.

  • Ability to operate a 5-8-ton truck and obtain certification for safe operation within 90 days of arrival on the job. Must hold valid commercial driver’s license or equivalent; safe driver training provided by PAE.

  • Good customer service and interpersonal skills, adapt easily to foreign cultures, and able to communicate effectively in environments where English is not spoken fluently.

  • Physically able to perform efficiently the duties of the position with or without reasonable accommodation. Duties require arduous exertion involving lifting, carrying, prolonged standing, walking, pushing, bending and reaching, and may involve the handling of heavy containers of mail and parcels weighing up to 70 pounds.

  • Ability to work in a “Quonset Hut” environment for their assigned tour and days of work. Work conditions are often dusty with temperatures reaching well above 100 degrees Fahrenheit during the summer months. Mail handlers must also follow Embassy, DoS, DPO and USPS postal policies and procedures for personal conduct at work, including adhering to rules and regulations.

  • Computer literacy, email, Internet, MS Office and printers is required.

  • Ability to operate heavy truck

  • Ability to operate forklift

  • Must have Escorting privileges

  • Education: A high school diploma or GED.

  • Passport, Licenses and Certifications:

  • As part of pre-contingency requirements, by the time the visa process starts , candidates must possess a valid passport with a minimum of 18 months remaining to expiration date with 8 blank pages.

  • Valid drivers’ license.

  • Security Vetting: Must possess an MRPT clearance and maintain eligibility for the duration of the contract.

  • Language Skills: Strong, professional, oral and written English communication skills.

Foreign Nationals: Level 3 written and spoken English skills.

  • Medical: Favorable passage of a drug screen and physical examination.

DESIRED:

  • Previous out of home country experience is highly desirable and previous work experience in harsh environmental conditions is a plus.

  • Experience working with PAE.

OTHER KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of principles and processes involved in supporting contract responsibilities at an overseas facility.

  • Experience providing excellent customer services.

  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

  • Cross-cultural sensitivity with an international perspective.

  • Excellent organizational and time management skills.

  • Expert computer skills, specifically in Microsoft Word and Excel.

  • Ability to become an active and functioning member of a team.

  • Must have the ability to be innovative and be an agent for change.

  • Expert communication skills to facilitate and disseminate information.

WORKING AND LIVING CONDITIONS:

This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
